Proposal 2010/02: Proposal to adopt ISO 8601 as the standard for the representation of dates and times in Oceanographic Data Exchange

Scope: This is a proposal to recommend that the International Standard ISO 8601 (Data elements and interchange formats -- Information interchange -- Representation of dates and times) be used for the representation of dates and times for the exchange of oceanographic and marine meteorological data and associated metadata.

The ISO 8601 standard notation helps to avoid confusion in international data exchange caused by the many different national formats and the ISO standard formats have several important advantages for computer usage. The ISO 8601 date and time notation is already the de-facto standard for describing and exchanging oceanographic data.

Envisaged publication type: The proposal is intended for all local, national, and international bodies, programs and projects that exchange oceanographic and marine meteorological data.  It applies to all instances where data and time is used to describe oceanographic and meteorological data or accompanying metadata.

Proposal 2010/01: Proposal to adopt the SeaDataNet Common Data Index metadata profile (CDI) as a Standard for Oceanographic Data Exchange

Scope:  SeaDataNet is a leading infrastructure in Europe for marine & ocean data management. With support of Member States and the European Commission it is actively operating and further developing a Pan-European infrastructure for managing, indexing and providing access to ocean and marine data sets and data products, acquired via research cruises and other observational activities, in situ and remote sensing. The basis of SeaDataNet is interconnecting 40 National Oceanographic Data Centres and Marine Data Centers from 35 countries around European seas into a distributed network of data resources with common standards for metadata, vocabularies, data transport formats, quality control methods and flags, and access. Thereby most of the NODC’s operate and/or are developing national networks to other institutes in their countries to ensure national coverage and long-term stewardship of available data sets.  ...

Envisaged publication type: The proposal is intended for informing and making all local, national, and international bodies, programs and projects that manage and exchange marine and oceanographic data, aware of the Common Data Index specifications and its implementation in the SeaDataNet infrastructure.

Proposal 2008/01: Country Codes

Proposal 2008/01: Proposal to Adopt ISO 3166-1 and 3166-3 Country Codes as the Standard for Identifying Countries in Oceanographic Data Exchange

Scope: This is a proposal to recommend that the international standard ISO 3166 codes for the representation of names of countries and their subdivisions be used to annotate oceanographic and marine meteorological data. The ISO 3166 standard consists of three parts: Part 1, Country codes; Part 2, Country subdivision code; and Part 3, Code for formerly used names of countries. This proposal identifies two parts, ISO 3166-1 and 3166-3, as the country code standard to be adopted and applied for use in the exchange of oceanographic and marine meteorological data. The ISO country codes will replace the IOC country codes currently used by many
data providers.

Envisaged publication type: The proposal is intended for all local, national, and
international bodies, programs and projects that exchange oceanographic and
marine meteorological data. It applies to all instances where a country needs to be
identified within oceanographic and meteorological data or accompanying metadata.
